Some redbones start slow, some don't. On average, they seem a little slower to start than Walkers, but there aren't any hard statistics on that. If she hasn't had a chance at 14 months, there's no way to know until you try. Show her a caged coon and see how she reacts. If she shows interest, walk in with her and encourage her. Do the same as you would with any other young dog--don't push her too hard until she shows some interest.
Some of us are more patient than others. I'd give her until at least two to catch on, some will wait longer, some want results at 6 months. I've heard of dogs that didn't really start until 4, then turned on suddenly and caught on quick. Nothing wrong with her breeding, but not all well-bred pups make it.
