Itchy hound?

I've got a 4 month old pup no fleas or anything like that I'm feeding Purina puppy chow. Anybody had any issues like this what ingredient in his food would do this to make him so itchy

Some dogs get allergies just like people. I had a female that I couldn’t use hay or straw in the winter. I had to use special shampoo on her about 3 times a week. When the pollen was bad she scratched all the time but the shampoo helped a lot
