If a handler is scratched for un-sportsmen like conduct, by a Non hunting Judge, at the scratched handlers request do you call time out and return to the MOH?

Or by the authority of the Non-hunting judge can it be refused to return to the MOH?

The only time it would be appropriate to delay returning would be if it made it likely that the cast couldn't complete the hunt and make it back before deadline.
