NY dog tethering bill

just saw this on ukc main page: http://www.ukcdogs.com/Web.nsf/News...4302015041342PM

so I found the bill via the assembly link:
http://assembly.state.ny.us/leg/?bn...6&term=2015

the wording in the bill contradicts itself when I read it. "prohibit tethering...., may tethering to a stationary object...."

isn't the act of tethering a dog (during 7p-6a) going to be to a stationary object? unless a person is going to be walking the dog/animal all night.

It's almost as if they are allowing a dog on a chain or in a kennel, as most houndsmen would use, but prohibiting other forms of "tethering". However, they fail to define what they, then mean by tethering!?!

Depending on the way you read that it means all dogs need to run loose between the hours of 7p and 6a. Have them in the house would even be a form of restraint
