Yes, a lot of dogs just kind of naturally think you want them beside you for some reason with that tone. I prefer not to use mine to call my dogs, like I said, I use it as a shot across their bow if they are doing something they shouldn't before I shock them. That way they learn if they do right they can avoid the shock. But, like I said, if you want to use it to just call the dog they will definitely learn it in a short time.
I have a young male that was starting to do a few things I wanted to stop before they got too bad...he would sometimes babble a little when first let out of the kennel. He would also chase and worry other dogs the entire time I would take them for an exercise run. He also refused to come to me when it was time to get back in his kennel. He is very smart, I had to tap him one time before and today when I put the collar on him he heeled me the entire walk, never bothered the other dogs and jumped right in his kennel. I did not have to push a single button, not even the tone. I do not expect him to act that way with no collar though.
