how do you handle dogs that are on the current ballot, and having to turn in new nominations without knowing if they got in or not?

i guess the question is, if the dogs on this years ballot doesnt get in, and if they dont get in, you want them to go on next years ballot, but if they do get inthis year, you would have a different dog nominated?
