More Garmin rule problems needing correct clarification

New rule card states......

17.Electronic Devices:

Any handheld device capable of controlling a dog(stimulating or toning) unless controlling feature can be and is disabled while the unit is in the on position .must be left in vehicle and may not be used by any handler or spectators until dog wearing device is scratched and all other dogs are recovered for re-casting.

The interpretation and score card are in conflict with each other. This needs addressed as to what in fact is allowed.

#2 ..I see where another MOH believes that if the batteries are removed they consider the unit to be disabled .TRUE OR FALSE?

Approving the use of an Alpha during a timeout is not an interpretation of the rule on the scorecard. Therefore it is not a conflict between the scorecard and the article. It is a provision, if you will, approved by UKC to allow the use of the Alpha during a timeout. Furthermore, the very first rule on the scorecard approves any Advisor articles as "the rule".

#2. Looks to be true, per the way I understand your question. However, removing the batteries has not been approved by UKC to meet the criteria of disabled. You should find a specific article addressing UKC's position on disabled. The AC in the April issue again is solely dedicated towards the use of telemetry.
