dog a,b,c,d are treed in that order. handlers of dog c and d say dogs are moving minus them. handlers of dogs a and b say no they're not moving. handler of dog a is the judge. how should this be scored and can you please site the rule.

Judge makes the call, if one of the other handlers feels he is wrong they may ask for a cast vote. It takes a majority to overturn the judges call so in your case the judges call on the situation would stand.
