If they are the puppy papers you can send them in but they will cost you $40 since the pup is over a year old. Just fill it out like you would normally and registration will get it taken care of.
In the old days the papers "expired" after a dog turned a year old. Now, they just go up in fees. It's a little more expensive than when the pup was under a year old, but not impossible to get the papers.
