Criminal case - You need to get in touch with the local DA's office, ask them for a review of the case. Do not let a local barney Fife decide what not to investigate. There are multiple charges that can be filed against this shooter. if the DA's office reviews and does nothing try to pressure him into doing something; have all coonhunters you know in that state to call his office, all on the same day, contact the local paper challenging the fact that animal cruelty is ignored in this county...pressure often leads to prosecution. Hopefully the conversation with the DA is all it takes, but pressure tactics will help if that conversation does not.
Civil case - This can often be more costly than the proceeds, lawyers are expensive. You need to develop as much evidence as possible. If the dog was wearing a garmin you need to get someone with the know-how to download the dogs tracks to a map to show where the dog roamed. pictures of the dog, save the vet receipts, print ads of dogs for sale or similar ability/titles and use these to establish actual value if the dog dies, if the dog survives save all medical bills. To save the cost of a lawyer, noptify the shooter that you are planning to file a civil suit if he does not re-imburse the cost of all medical bills as well as secondart costs like mileage, time away from work. Create an estimate and mail a copy of the letter to him certified mail. Give him 14 days to respond. if he ignores and does not respond take all the evidence to a civil trial lawyer and good luck.
