stationary rule!!

I need to understand exactly how this works. If the rule is applied, and you don't tree your dog, no coon seen what happens. What happens if you don't tree your dog and a coon IS seen? If someone could explain how it works I would appreciate it. thanks

It doesnt matter if a coon is seen or not. If the judge applies the stationary to a dog and the 5 expires without a call from the handler and the dog is found on a tree he is scratched.

Thats what I thought but was told that if there was no coon the dog was not penalized for it. Thanks
