Gun powder hasn't changed, and wont. Some of the loads you buy in stores are close to a year old. Powder loaded in a case is protected from moisture and UV, so it's shelf life is almost forever. Primers are the same way. As for price increases, I haven't heard but lets see what tax will be tacked onto ammunition sales. I'd be surprised if it didn't go up in price. One thing that always drives up price, is when consumers get nervous and start stock piling ammo. Supply and demand.
