Orange Caps Needed in North Carolina
When I worked for UKC and PKC much of my work was done in the area of legislation with the goal to protect dog owners, and especially dog hunters rights in the face of harmful legislation. One of the constant areas of concern was to protect the right to own hunting dogs from the devious and persistent ways of county commissions, city councils and state legislative committees that, while not directly attacking hunting with dogs, devised ordinances and laws that can do just as much damage in an indirect way. Examples of those methods would be in vicious dog ordinances, breeder's permits, limiting the numbers of dogs one may own and in the example to follow, nuisance barking ordinances. Either way they choose, these legislative units at the city, county and state level can take away your right to keep your hunting hounds.

HELP US IN DUPLIN COUNTY
Dog Hunters in the vicinity of Duplin County, we need you to join us at the Duplin County Commissioners meeting, Monday, March 19, 2012 at 9:00 am in the Commissioners Room, County Administration Building, 224 Seminary Street, Kenansville, NC.
Yes, Duplin County already has a Noise Ordinance. Why did they direct their county attorney to draft another one? The answer seems to be the following: One Neighbor-From-Hell and a fine kennel of bear dogs. It is the kind of conflict we must worry about in the 21st century. The Animal Control folks say the kennels are clean and the dogs are healthy. The neighbor has called and harassed the hunter, his family, the Animal Control folks, and the Sheriff’s Department. Now, she has seems to have the ear of one or two of the County Commissioners. This is a dangerous situation for a dog hunter anywhere in North Carolina. We must stand together.
What does this proposed Noise Ordinance really mean? We do not know. See the proposed ordinance attached (5 pages long). I only got a copy of it just before 5:00 pm today. We need more time to study the proposed ordinance. It is much longer, and contains some familiar “animal rights” language about kennels. This is not what we want.
Do not allow hounds to be outlawed in Duplin County because they bark occasionally. We do not want to empower anti-dog people, or overly difficult people, to have power over other citizens through a Noise Ordinance.
WHAT YOU CAN DO
Please help us! If you can attend, please come and wear your orange hunting cap.
We are simply asking for more time to study the proposed new ordinance. We are very willing to work with a committee of reasonable citizens to review the current Noise Ordinance and see what, if any, changes should be made. For example, I am concerned about one of the proposed exceptions which would really force hunters to have a “licensed” kennel, which requires state inspections, etc. Such an exception is no help at all.
This is too much law! Further, the Neighbor-From-Hell will not be satisfied. The hunter is building a privacy fence. In response, the N-F-H has already started complaining about “the smell” of a clean kennel with a septic tank! When he does one thing to try to satisfy her, she changes her complaint and wants something more. She will never be satisfied. Duplin County should not pass a new, complex Noise Ordinance to satisfy this woman, because she cannot be satisfied. This hunter and other dog owners in Duplin County are in trouble! Come if you can.
WATCH YOUR BACK IN YOUR OWN COUNTY
Even if you are not in Duplin County, ponder this dangerous situation. Recognize this problem could happen in your county. What can you do to prevent trouble and protect yourself? Get to know your County Commissioners. Register to vote if you have not done so. Pay attention to your County Commissioner elections this year, with Primaries in May and General Elections in November. Support good candidates. Vote!
