temperartures

At what temperature do you think Coon stop moving as good or lay up for awhile. Reason im asking is I was talking to a older guy and he was saying that the Coon wont move as good once it gets down below freezing. For a week or so or will move during the day while its warmer.

I would say it had to get way below freezing to affect coon movement or make them lay up. They will move when it is too cold for men to be out in it. I don't hunt when it gets below 20 but I think it has to get lower than that to stop the coons.

Like a Bear

when the food is worth less than the energy it takes to find it, they will slow down / lay up more...

Temp

In the area I hunt, coon will usually be moving around till it gets down to about 20 give or take. When below 20 most trees the hounds are under are den trees. In February this all changes. Boars are out no matter what the conditions are and there is usually a long track to the tree. This is my experience and I have to say "in general" some nights will make a liar out of me.
