Battery pack question!!

I have a what was bought as a 28v light. It has 19 cells at 1.2 volts a piece. That is 22.8 volts. My pack shows 22.7 volts charged and with the head light on it shows 12.5 volts. Does this mean I have bad batteries or what?

I have a 21 volt Moonshiner Light battery pack needs replaced and when I opened it up battery pack say's 18 volt. Moonshiner lights say's thats the rating on the battery pack. I haven't checked the output yet.So if I was to get a new battery paqck it will have to be an 18volt not 21 volt pack. then why do they call them what they are not??

If I read the batteries correctly, they rate them at full charge of 1.4 volts per cell....that is how they get a higher voltage rating on the pack. The 1.2 volts is when they are becoming discharged if I remember correctly.
