 Bright Eye Lights charger

I have got a 21 volt belt light that it six years old. I had the batteries and charger replaced about three years ago. The charger is flashing red and green very fast. I know if there is a fault it will blink red. I didn't know if anyone else has had this happen. Any input would be appreciated. Thanks

I dont know if it is the battery may be the charger.
