Illinois Tethering Bill Guarantees Problems for Dog Owners

An anti-tethering bill in Illinois creates severe restrictions for sporting dog owners. All sportsmen and sportswomen are needed to help stop this misguided bill.

Senate Bill 2580, sponsored by Senator Linda Holmes (D- Springfield), would allow a dog to be tethered outside only if a series of overzealous requirements are met. Some of these requirements include:

The dog must be visible to the owner at all times while tethered;
The dog must, at all times, have access to water, shelter and a dry surface regardless of the length of time the dog is tethered;
If more than one dog is tethered on the same property, each must have separate food and water bowls and access to separate shelter;
The lead for each dog must be at least 15 feet long.
Even if all of those requirements are met, a dog may still not be tethered between the hours of 10 p.m. and 6 a.m. and during “extreme weather conditions” which has yet to be defined. This and other vague language in the bill would leave the door wide open to possible harassment for sporting dog owners.

The measure provides no exceptions for sportsmen or sporting dog owners. This is despite the fact that reasonable and safe tethering practices have long been utilized by hunters and field trialers who take great care with their dogs.

“The requirements in SB 2580 are unrealistic and unnecessary,” said Jeremy Rine, the U.S. Sportsmen’s Alliance’s (USSA) associate director of state services. “The restrictions eliminate many of the common and safe tethering practices used by sporting dog owners while at home and in the field.”

Take Action! Illinois sportsmen and sporting dog owners should contact their state senators today and urge them to oppose this measure. Tell them that the restrictions imposed by SB 2580 are unnecessary and would create serious hardship for sporting dog owners, breeders and field trialers.

me i seen nothing wrong with that cept the 15 feet chain part an the outside par at nite i say long as they got some short of warm bedding an atleat 8 foot chain they'd be fine as a frog hair,,,, might have people mad at me but what is listed ,,, you should have to do that

You are missin the point here, BAD.

The way it's worded they can come to a hunt and get everyone there that has thier dog tied to the back of the truck with the leash. If you let the dog get out of the box to stretch while you run in to sign up you would have to get out the food and water bowls, and if you had two they would have to have their own.

Oh you couldn't run in and sign up either because it would have to be in your sight at all times.

All real dog people want the dogs we own to be treated well, but when you start writing things into law it gives people that hate us and want to see the end of hunting a way to harass us and try to take our dogs away.

Don't think for a minute they wouldn't consider you tying your dog out to stretch while you run in to sign up as "tethering". They would do it in a heartbeat and try to take your dog away.

At a time like this in Illinois, when the state is broke, unemployment is high and they keep raising fees and taxes on things, I think this rep should be tarred and feathered for messing around with things that arent at the top of the priority list for the constituents.

Dogs in my town can not be tied to a stationary point must be on 10 ft runner so if u see a runner attached to the side of a truck u know where I came from an the town officials brung that law in so I guess it can't b changed local ordinaces
