If dog is not working as part of cast and is holding first strike or second strike, etc., all strike points will be open to other dogs after coons have been treed and seen in two separate trees, or one hour of hunting time has elapsed."
The non working dog rule would come into play here because the rule only states that ONE HOUR OF HUNT TIME elapse OR 2 coon treed in seprate trees.
This fits all the provisions of the rule. There is no requirement for how long dog A trailed etc. Only what the dog that was holding the strike ahead of her was doing and that was holding strike for over an hour while not being part of the cast (remember he was NOT with dog C who also got treed and the time that dog C was scored is not relevant, only the time dog B was holding strike while not being with the cast).
SO if you went literally with the rule you must open the new set of strike points as all the provisions to use this rule are present.
The only arguement you could make against it was if for some reason you thought B and C were actually working together and only split up at the end so that less than one hour had elapsed. But the way the question reads, they were all split up, none of them working together, and over an hour had elapsed from the time the dog was working alone and when dog A was restruck.
