	 The scorecard refers to three situations that are majority of cast decisions right up front.  1) plussing or minusing a tree 2) calling time out 3) returning to a previously scored tree w/o treeing dogs.  In those situations you must have a majority.  There is no tie breaker when it comes to a tie vote.  You simply can't plus the tree, call time out, etc. without a majority of cast vote.   
 
In all other judging situations, it's the judge's decision.  If someone questions the judge, it takes a majority of cast decision to overturn the judge's call in the field.  In your example, if you do not have a majority (two, two vote) then the judge's decision stands.  Score with a question mark and take to the MOH.  The MOH should hear the question and make a ruling either way based on what they feel is correct.   
 
So there really is no black and white "tie breaker".
