Rat terrier

My daughter is looking to purchase a female rat terrier. A breeder she contracted told her if she wanted to reregister it with the UKC she just had to fill out the papers. The breeder hadn't registered them. RT's are a new breed recognized just since 1999, is what the breeder told her correct? What would be required to register a puppy from unregistered Rat terrier parents? Or isn't it possible?

You may ask for special consideration from our Single Registration Committee. Complete as much of the application as possible, enclose three pictures of the dog. The dog must be at least six months of age. Here is the link to our single application.
