His age, time of year, my guess would be he is just fooling with older tracks he cant handle yet. What I do, and not saying this is right, i will give them what i deem is a reasonable amount of time per conditions, of course i want them to finish what they started, but nothing wrong with making them move out and finding something more productive. I am from the south and i can gauruntee you nothing throws the breaks on a scent trailing dog anymore than burned cut over. I have seen it in deer hounds, beagles, bear dogs, coon dogs. They will be moving a track flat out and just fade away to nothing in burnt over ground. So i always evalutate the conditions!
