stationary rule in a hole

I know you don't have to tree a dog in a hole to receive plus points !! so can the stationary rule be applied to a dog in a hole !! and be scratched for not treeing it !!if it is the only dog in the hole ????

It can be applied but to be scratched the dog has to be on a tree. No hole, brush pile, old barn, on a fence or anything except for a tree.

If the dog is not "obviously treed on a tree" then you can't apply it.
