Kennel ideas

Due to our kennel growing I'm looking for a cheaper route to housing our dogs. They are on gravel in chain link kennels right now. We are wanting to tie each dog out and relocate them in a bigger area due to cost. What is a better drainage system and keep the dogs dry. Sand or gravel?

Sand may be good drainage, but fleas love it. If you can use I think it is crushed lime stone, drains good and packs so they may not be apt to dig.

That's what I was thinking. I did not know sand was bad for fleas. Thank you for the advice

Crush run base with pea gravel on top would be best imo
