Tieing out Dogs

I tie out, most of my dogs, on a 7 and 1/2 foot chain, and i have some dogs that flat, do not like being put in a pen. And i can't say i blame them, as it's like, you are putting them in jail. One old female will growl at me if i put her in a pen, and i have to when, they come in heat. People want to pass, anti tethering laws, but may be they should ask, the dogs.
