Okay I tried to submit a rule change proposal to one of my breed association reps.
Per the sticky at the top of this page they must be submitted in writing by March 1,2019
This a the reply I received:

Wonderful!!So I guess if I don't go to a National Breed Hunt in May and attend the meeting I can't submit a proposal???
