New Dog Bill For Texas Need Help
ACTION ALERT FROM RESPONSIBLE PET OWNERS ALLIANCE
Sunday, June 20, is the deadline for Governor Greg Abbott to "sign or veto"
bills passed during the recent Legislative Session. Please send a message
to Governor Greg Abbott at:
https://gov.texas.gov/contact . Ask Governor Abbott to "VETO SB 474,
Unlawful Dog Restraint." Multiple Red Flags regarding SB 474 are listed
below which you may copy and paste in the form if you wish.
Under the guise of "Animal Welfare," Humane Society of the US (HSUS) and
Texas Humane Legislation Network are writing Texas Animal Laws in an attempt
to "criminalize pet ownership" out of existence! No use, breeding, sales,
or "ownership" of animals for any reason including pet ownership! Former
HSUS President Wayne Pacelle's quote: "One generation and out. We have no
problems with the extinction of domestic animals -- creations of human

SB 474 will "outlaw" every existing dog house in Texas by mandating the size
of outdoor dog houses to allow the dog "to stand and turn around" inside
their dog house! SB 474's "Criminal Justice Impact Statement" says this
bill expressly creates a criminal offense, and increases the punishment for
an existing criminal offense. SB 474 will have a significant impact on
lower income and rural dog owners, especially owners of large dogs.
Citations can be written every day for Class C misdemeanors (up to $500 per
dog per day) until owner complies. Repeaters face a Class B misdemeanor of
possible jail time and/or $2,000 fine. Owner may also be prosecuted in
combination with the Animal Cruelty Law, compounding the penalty even more!
SB 474 is redundant as dogs are already regulated by state law regarding
"restraint and shelter" whether tethered or not. Texas Penal Code 42.092
Cruelty to Nonlivestock Animals defines "Necessary food, water, care, or
shelter:" as including food, water, care, or shelter provided to the extent
required to maintain the animal in a state of good health. Tethering
(Restraint) is already regulated by most Texas cities: Dallas, Ft. Worth,
Houston, Austin, San Antonio, Corpus Christi and smaller cities.
The bill provides certain "exceptions" to the law, but only if activities
are conducted under a "valid state license." This new law will have many
unintended consequences.
