I don't look at as an age limit as much as how much time it has had put in it, what has it been exposed to and it's particular mentality.

around 2 i think would be the latest i would consider one a pup in most cases.... should be close to finished by then... some late bloomers may not be, so I guess Ill have to agree with previous mentioned statement that it depends on the exposure the dog has and his maturity level, but by the time they are 2 you should have had them in enough situations to where they get the picture pretty clearly.
