The rule says
The handheld of GPS “tracking only” systems may be carried and powered on during the hunt

Sorry if this sounds stupid, but does the 430 have the ability to tone or shock? If not, then yes, no different that an alpha and a T5 collar

The collar does, so no you can’t use it. Can pick up a t5 a dime a dozen

But you can use the Alpha with a T5... But both combos don't have the capabilities to control dog... I think they are allowed... Maybe I. Wrong. But you can't shock or tone with the 430... Same as the Alpha can't shock or tone with a T5...
You can also run a shock collar on your dog, but can't carry the transmitter.

A t5 doesn’t shock or tone....doesn’t matter what handheld is used. Simple answer....cannot use a collar with capabilities to shock or tone. You could have a 430 on you in the cast, but have your buddy the next county road over with a alpha to tone or shock your dog for you.

Yes you can run a tt15 collar and carry a 430 or 320 while hunting. If using the alpha handheld it has to be left in the vehicle. Just as you can use a t5 collar with a alpha handheld. You will find some that will try telling you they can run the tt15 with just the track code in the alpha handheld and I have asked Allen about this and he said no that it was to easy to enter training code when no one was looking that if it was a tt15 that the alpha had to stay in the truck but you could track the collar with the 430.

Yeah, exactly what I was thinking. Hey Sam if you were closer we could take full advantage of this.
