I have come to understand that the words RUSH on the envelope, or the words expedited no longer mean anything to UKC, and not only will you NOT get these services, they keep the extra money you sent for the service that they had no intention of providing anymore.

This is completely untrue. As long as it's written on the outside of the envelope, we will provide that service, as long as there are no problems with the papers, or we will refund your fee. If there is a problem with the papers, or if it's a situation where something has to be reviewed, then the faster service will kick in once the problem has been resolved or the review has been completed.
