1. vBulletin 2.3.0 was released 10+ years ago. The latest version of vBulletin is 5.5.1.
2. PHP 4.3.9 is horribly outdated. PHP dropped support for the 4.3.x branch in March of 2005 (that's 14 years ago) and all support for the 4.x line in August of 2008.
3. Microsoft dropped all support for Windows Server 2003 in 2009. That was 10 years ago.
Why on earth do you insist on running ancient software on an ancient, insecure server, especially when the rest of the website is running more modern stuff on an entirely different server? It makes absolutely no sense. I don't care if it works - if you can't be bothered keeping it up to date, you have no business having a forum in the first place.
