 TT 15 Trouble

I have a tt15 collar that has not been used in awhile I'm having trouble with. The collar will not turn on. When I put it on the charger the light turns green then flashes a few times then turns solid red for a couple seconds then starts flashing red 3 blinks/sec. I connected it to the computer and updated the firmware on it. It took multiple tries to update it. It was like it was connecting and disconnecting from the computer like a bad connection or something. Any help would be appreciated.

Did you clean the contacts on the side of the collar?

Yea. I cleaned the contacts with soap and water. My other tt15 collar works fine so I know it ain't the charger.

I took it apart and don't see anything visually wrong with it.
