I have a pair of pups out of a litter that was litter registered in my name. I am ready to permanently register a couple of them and see that there is a $20.00 EXTRA fee since the pups are over a year old.

Does that additional fee apply to the registered litter owner as well?

Yes it does. Also the late fee is now $25.00 instead of $20.00. You can change it on the application and it will not void the papers.
