The Top 16 is made up as follows.

The winning hounds of each of the five hunts (THUR PM, FRI AM, FRI PM, SAT AM, & SAT PM).

Next, the total dog as determined via the show and hunt results combined.

The remaining 10 spots are filled by those dogs, who did not take any of the first six spots, who accumilated the most cast wins in the five total hunts.
