IMO, there are things going on that the registries can't fix by tweaking programs or changing rules. I remember a time when you could go to almost any local club on a Saturday night and they could put 10 to 15 casts in the woods with club member guides and still have extras they didn't use. They would have the kitchen rolling for dinner and breakfast and even the losers came back to the clubs to eat breakfast, shoot the breeze, and talk about their cast. Many of those clubs are now closed, others have a hunt and not one club member shows up to guide. Those old hunters are gone, those old woods have been sold, clear cut, or developed. If a performance point was worth $200, UKC would be lucky to see any increase in participation. They should just leave things alone, they aren't broken, they are just fading away.
