I don't see anything in the rules saying you can't shine your light around to see what the coon population is.
Maybe you can if your not carrying a firearm. The point he made to me would fall under poaching he said. If its after shooting hours and your shining across fields or in trees with a firearm loaded or unloaded you can be issued a ticket.
