There is absolutely positively no "launching rule" in college football.
The rule states that you can not hit a defensless player by leading with the crown of your helmet, nor target above the shoulders with the helmet or shoulderpads when hitting a defensless player. He did neither. He led with the shoulder and hit him below his shoulderblades. 100% legal hit in college football per the rules. They also have a specific list of what a defensless player is.
Now I don't blame them for calling it, it was close and it was a judgement call. Even in the article above the officials were quoted as saying that was a judgement call that would only be called 50/50. On replay it was clear that he didn't lead with the helmet and that he did not target him above the shoulders, but that was with the aide of replay.
However he did not catch the ball. Multiple replays show that the pass was incomplete. He was clearly juggling it until he landed out of bounds and never had control of the ball until he trapped it on the ground. The replay looking between the coaches on the sidelines showed that clear as day, but I don't know if the replay official had that view or not but it was a bad call.
Those calls are not what we are talking about though. Those are judgement calls that can have an impact on the game, but they are part of the game. That's why I never mentioned them. They didn't cause the outcome of the game to change because Tennessee was able to overcome those bad calls. Just like they were able to overcome missing the extra point. (which would have made the end much different, you could say that lost them the game too but they overcame it).
Illegally continuing a game and then allowing that team you illegally continued the game for have a 10 yard closer field goal attempt to tie because you walked off the wrong penalty yardage is unacceptable. It was in the heat of the moment, the officials were at best incompetent and frazzled, or at worst corrupt but they decided the game, not the players. They had replay to make sure they got it right, but for some reason they didn't do that. When the game was legally over Tennesee was the winner. After they illegally extended the game the other team was the winner. You can count that any way you want, but that's what happened and that's why IMO it's a push.
They don't change the entire rules of the game and issue apologies on the national level lightly. Hopefully no one else will be subject to that kind of improper handling of the game again.
