if the judge didn't take the question, could the handler question the judge not taking his question!!!!

Yes ,but there again,immediately following him refusing the question,the handler needs to request a ? be put on the card for that reason.Should he refuse that to you then have 30 minutes from the time the scorecard is turned in to file a formal complaint.
