LOL! China, and the other big producers refuse to abide by the new Kyoto and clean air reg's yet the UN thinks WE are the only ones that need to do so.
I am sorry to bust your bubble, but no other country is going to slow down and hurt their economy to "save the world". Fossil fuels are here for the ling haul. I dont see any other countries cutting their production of oil to help "save the planet".
What is happening is all by design. Cripple America's economy, put the average American in a HUGE Financial bind, and make a Socialist Govt more appealing to the American population.
