Yeah, I have seen puppies that were made shy by some idiot and that is a shame. Those dogs, with the right owner, usually come out of it and be okay. I will also say that a little bit of shyness around strangers can be a good thing, because a dog thief wont be able to get his hands on the dog. The bad ones I am talking about are the ones that were born shy. Nothing happened to them other than birth and they always stayed that way.
I have also had very young puppies act a little skittish when I first brought them home and they were away from their litter mates for the first time....that always scares me.
