Mississippi county in Arkansas just passed a spay or neuter law. Every dog over three months old must be spayed or neuterd . You can buy a breeders permit for $250 for each dog . In the last 30 years I've started a couple hundred pups and passed on %95 of them . Multiply that by $250 . I also hunt a few dog for other people. I wonder if they'll mind if I have their dog fixed while I'm hunting it.
I don't live in that county but I find this very alarming. I'm going to do what I can to help get this stopped. It started as a Blythville city law and grew to county wide. What's next the state ? If it happened there it can happen where you live too

I've reached out to the Quorom Justices that approved the ordinance and Senator Burnnet, who wrote the ordinance.

Once I know more, I will share that information.

Jeff,

I received an unsatisfactory response from the county judge's office today, and have gone back for additional information.

However, if I were you I would rally the troops and plan to meet at the next Quorum Meeting...

The Mississippi County Quorum Court regular monthly meetings will be held at the County Courthouse in Osceola during the 2015 calendar year. The Quorum Court meets the 4th Tuesday of each month at 7 PM. Meetings are open to the public.

If I have any success in the meantime, I'll let you know, but my bet is, that you'll need to petition the court for changes to the ordinance. And I can help prepare you for that.

Another response from the judges office... they're reaching out to the Quorom justices, on how to petition for changes.

Just spoke with the justice responsible for this spay/neuter ordinance, and as luck would have it, he used to be a coon hunter! As expected they had not considered the consequences to the majority of law abiding pet owners.

We're working on edits to the ordinance and he's going to get with the other justices, this week and early next.

Believe it or not, I just got off the phone with the president of the Blytheville Humane Society, who wanted to address our concerns over this spay/neuter ordinance in Arkansas. Together we came up with a compromise.

They're claim is that they have no intentions of enforcing this ordinance with law-abiding houndsmen, that they're really targeting those people that let their dogs run free. So I've recommended an exception to those that aren't letting their dogs run free. So... if your dogs are in a pen, kennel or on a chain (other than when you are hunting) this ordinance won't apply to you.

She on behalf of the local Humane Society, was going to recommend my edits to the chairman of the committee. I hope to hear something back next week...

Thank you . That's great news. I don't live in that county it's on the other side of the state but I have friends there
and was concerned that this could spread to other counties or become a state wide issue.Bill Andrews spoke with the humane society and believe it or not they were helpful and said the law needed to be changed to exclude hunting dogs.

What about hound owners that let there pups run loose at a young age to gain some experience on there own. Don't target the pets target the irresponsible owners.
While there in a compromising mood then let's get them to start compromising where the problem lies with the pets that they are wanting to target. No one under the age of 50 that is on welfare, disability, housing assistance, food stamps etc. that has young kids still living at home can have a pet. END of STORY, END of PROBLEM.
This way the responsible owners won't be targeted.

This conversation started with us needing to rest assured that they're not after us, so a compromise is the bet we'll likely get.

This is a county board of volunteers, not paid politicians, so you can't really "lobby" them into something they wouldn't otherwise accept.

To answer your question... if you are letting pups run loose, and someone files a complaint, you'll have to demonstrate your ability to contain them. IF however, they are loose to go "hunting" then you would already be covered by the exemption we've recommended.

And you believe that they have no intentions of enforcing this ordinance with law-abiding houndsmen? They are telling you what you want to hear.Why would anyone want to compromise with the dog pound or dog catcher? Those people are lower then politicians.

Let me see if I can make a couple things clear...

No, I don't believe that the ordinance would not some day be used against us. That is why we're negotiating an exception to the ordinance!

This is not a debate on what we would like the law to look like, so it could or could not be passed! It has already passed, and we are now in a defensive position to get it changed.

The exception is a stop-gap to insulate the local houndsmen. And that is only a short-term solution... after we get this in place, Bill and others will have to engage to either negotiate a more permanent change, or at the very least engage to ensure this never gets changed in the future.

The local newspaper announced that this sterilization ordinance was going to be debated and voted upon a month before it was... and nobody cared to respond and prevent this from happening. That will have to stop! People will have to pay closer attention to what is going on in their governing bodies, because the antis are! They have to pay close attention and they have to get involved.

In this case, we're helping to provide a short-term remedy to the situation. But a long term solution will have to be owned by the local houndsmen. AND if anyone believes they can do a better job, than I, I would be happy to provide you the names, numbers and email addresses to contact...
