I've had the exact same experience... I started with the AKC panels that were supposedly galvanized, and they rusted through. I got the manufacturer to honor an extended warranty and send me the powder coated versions, and a year later, they too are starting to rust. And get this... I have mine on a well drained concrete slab, under a lean-two roof. And I wash them down regularly!!! They couldn't find a better environment to last!?! I don't know what passes for galvanized or powder-coated protection, today, but it isn't cutting it!
I assumed that since you see hot-dipped galvanized fence, that's been around for ever, then that would be the way to go. But apparently today's galvanize (probably environmentally friendly) isn't like it used to be. So my advice, is not spend tons more, under the assumption that it will last longer. Either go stainless or go cheap and plan to replace.
