I own a total of 4 dogs thats over a year old. I've only raised pups from 2 of them and they've both been on that Top 5 list at some point or another for what their pups have won. I sure don't feel like a "big breeder". 
I'm not personally opposed to raising some fees but like was said above you start raising fees you will start losing participation and nobody knows where that point is?
Maybe I shouldn't say this but I'm going to anyway. Its the ones that pays IN and never get anything OUT thats financing the program. They might donate $100 on a stud or $25 on a pup or litter here or there but when you reach some limit they will pull out. Then you will have higher fees and no more money paid out. Nothing gained.
Its going to take maybe 10-12 years for the point value to stabilize. Every year we have more and more dogs competing for points. Once they are paid up, they will never contribute another dime but they can earn points and pull money out for the rest of their lives. Thats why the point value is dropping.
IMO, UKC should wait until doing any monkeying around with the fees. Get people used to getting $50-$300 back a year or whatever and then it will be easier to get them to swallow a small increase.
