An individual that has been suspended by the UKC may in fact be on the grounds during the day of the event. They just can't participate in the licensed portion of the event. That means they can't take entries, guide, spectate on a cast, handle dogs obviously etc. etc.....
They may, however, be a working member of the club such as help out in the kitchen etc. etc. during the course of the event. Basicly any activity that doesn't include the licensed portion of the event. Further, many suspended individuals are actually good folks. No need to shun them unless they can't conduct themselves appropriately while on the grounds.
