id reccomend a cable lead and some leash and tieout training. if you cant find any that you think are strong enough that you can buy you can always make one, all the stuffs at homedepot. cable, chain, o rings, snaps, and s hooks- you can make it as heavy or light as you want it, as short or long as you want, ect. my boyfriend jamie made one and its super strong- he even did a little welding on the s hooks and o rings and stuff to make sure it would hold up. theyre super easy to make. good luck

If you've got it down to the S hook just buy heavier S hooks.
