It's a vitamin D deficiency - dogs manufacture vitamin D in the body from sunshine, and dogs that are inside or mostly in shade during heavy growth periods will knuckle over, go down in pastern, or will get bowed legs.
Cod liver oil is high in Vit D, that's why it helps. However, use the cod liver oil cautiously, more is not better - vit D is a fat-soluble vitamin, so if you give them more than they need, the extra gets stored in the fat and the liver.
Give one pill (or half a teaspoon of the liquid) once a day for a week, then once every other day for a week or two, and that's all they need.
Get them out in the sunshine as much as you can - that's the best solution!
