Rule Proposal Results

The results of the UKC Coonhound Rule Proposals are in! They were voted on by each Chartered Breed Association.

Please consider that UKC is currently tied up with finishing up Autumn Oaks and then jumping right into getting ready for the World Hunt. Therefore, we would hope you might consider that we may not be able to spend much time, if any, in clarifying any questions right now on those that passed. All proposals that passed will be clarified in-depth starting with the November Issue of COONHOUND BLOODLINES.

Enjoy, but remember to keep it cool even when they might not have all went in your favor.

It is very important to also note that those proposals that passed will not go into affect until January 1st, 2011.


Proposal #1~ Rule 2 (b) / Point System: - add to read:
125 points for dog declared treed first; 75 points second; 50 points third and 25 points fourth. One minute after first dog has been declared treed; second tree position will be closed. Two minutes after first dog has been declared treed; third tree position will be closed. Any dog(s) treed after two minutes will receive 25 tree points. Any dogs declared treed after five minutes refer to Rule 4(k).
Yes (1) No (6) Result (Failed)

Proposal #2~ Rule 4 – add new rule to read:
4(l) If a majority of the cast cannot hear a dog that has been declared struck or treed, dog is awarded the called position points and minused.
Yes (2) No (5) Result (Failed)

Proposal #3~ Rule 6(a). Change:
Eliminate 6(a).
Yes (1) No (5) Result (Failed)

Proposal #4~ Rule 6 (b & c) change any portion that uses the terminology “during the authority of the judge” to:
… hunting time including any time out periods prior to the expiration of hunt time.
Yes (1) No (6) Result (Failed)

Proposal #5~ Rule 6(d) / change to read:
Failing to make any attempt to hunt within any 15 consecutive scorecard minutes.
Yes (4) No (3) Result (Passed)

Proposal #6~ Rule 6 (k) / Change to read:
In Nite Champion and Grand Nite Champion casts, for running, treeing or molesting off game during hunting time including any time out periods prior to the expiration of hunt time.
Yes (4) No (3) Result (Passed)

Proposal #7 (a)~ Rule 7 Non-Working Dog Rule / Add a second sentence which reads:
No dog(s) to strike in over a non-working dog until that dog has scored on two separate coons.
Yes (2) No (5) Result (Failed)

Proposal #7(b)~ Rule 7 Non-Working Dog Rule / Change to read:
If dog is not working as part of cast all strike positions will be open to other dogs after one hour of hunting time has elapsed.
Yes (4) No (3) Result (Passed)

Proposal #8~ Rule 11 – add to read:
When hunting judge is used; handler must remain with, and as part of, cast for duration of hunt time with exception to emergencies such as sickness, physical inabilities or is scratched from the cast due to unsportsmanlike conduct or stirring up trouble.
Yes (2) No (5) Result (Failed)

Proposal #9~ Rule 13 - Add to read:
Any handler failing to sign the scorecard in the woods may have the opportunity to sign upon returning the scorecard to, and in view of, the MOH/HD and avoid being scratched.
Yes (5) No (2) Result (Passed)

Proposal #10~ Bench Show Rules
Eliminate Rule 26 which states; {Dogs will be disqualified if male is castrated or female is spayed.}
Yes (5) No (2) Result (Passed)

Proposal #11~ Cell Phones /add to Rule 6.
No phones or any electronic device to be used to relay personal message transmissions and or play games, during any parts of the hunt with exception to reasonable situations that are approved by the judge.
Yes (6) No (1) Result (Passed)

Proposal #12~ Field Trial and Water Race / Point System - Change to read:
Heat Winners
A dog winning First Line receives 5 points
A dog winning First Tree receives 5 points
Semi-Final Winners:
No points issued for semifinal line or tree winners.
Grand Final Winners
A dog winning First Line receives 10 points
A dog winning First Tree receives 15 points
No dog may receive over 35 points in any Field Trial or Water Race
Yes (6) No (1) Result (Passed)

Proposal #13~ Veterans Casts – change to read:
Individuals age 60 or older, are entitled to participate in Veteran’s Casts at club, state association and breed association level UKC Licensed Nite Hunts. Veteran’s Casts will not be run at Autumn Oaks, the UKC Winter Classic and the UKC World Championship including R.Q.E.’s, the Zone Semifinals or the Finals.
Yes (2) No (5) Result (Failed)

yeah thats where I can see it going to that way too, althou i'm all for showing neutered/spayed dogs, just think theres got to be something in there to ensure that males at one time had both just don't seem right otherwise

The change to rule 7 purty much means that rule no longer exists, atleast not in a practical sense. The only way it could be used is if the judge were to record the time or start a one hour clock everytime every dog was struck on the card. Not a chance. Forget rule 7, it is useless. I never cared much for it anyway.

Proposal 11's addition to rule 6 leaves us with the question of whether or not we can use phones, walkie talkies during timeouts that occur before the hunt is over. Whichever way they define this one it will cause alot of griping from those who cannot cut the strings between family/work and 2 hours of hunt time.

Looks like there was alot of restraint used at this rule change session and I think that is a good thing. Everything evolves but evolution is a very slow process.

BUT, AT LEAST THE ONE NUTTED DOGS WILL BE MORE LIKELY TO GET FIXED JUST TO BE ABLE TO SHOW AND NOT KEPT INTACT TO BE BRED AND POSSIBLY PASS IT ON DOWN. I'D RATHER IT HAPPEN LIKE THAT THEN THEM JUST KEEP BREEDING THEM.

Jim, I don't think it leaves any questions because of how it is worded:

No phones or any electronic device to be used to relay personal message transmissions and or play games, during any parts of the hunt with exception to reasonable situations that are approved by the judge.

Time outs are during part of the hunt and etc...

I have a question. I may be overlooked it somewhere.

If a person is disabled : bad back, in wheel chair, any type of disability. Can they call there hound in the hunt and let someone else handle the hound?

Well , I was gonna lay off , but since you guys started it.... lol.

Jim's right , how the heck you gonna enforce Rule 7b without noteing strike times ?? And who the heck records strike times anyway ??? What judge wants that added responsibilty ??? Jim's right on in his post below.

Rule 7, should of just said if dog or dogs not treed within first hour of hunting time, said dogs can be struck over on

What happened to the 2 coon option on this rule?
Is that option still intact?

Or are we recasting back in for next available strike pts. until the 1 hour hunt time has caught up with the non-working holding 1st strike $#^%$@$ even thu we are treeing coon(s) behind the non-working holding 1st strike $#^%$@$?

HANDICAPPED for concievabley 50% of our hunting time by a non-working $#^%$@$ that makes little sense to me.JMO

Someone help me understand this one?
