 Trevor/UKC Question

Do you have the direct contacts of exactly what name/contact information of each breed association to request rule proposals by the March 4th deadline?
Is their a requirement such as does one have to be a member of a breed Assc to suggest rule or policy change? Thanks for your help on this.
