If the dog OFF the leash jumped on the dog ON the leash he gets scratched.

Dog off the leash gets scratched Dog on the leash gets a free pass regardless.

He's not really getting a pass. He's following the rule. He can eat the other dog's head off and swallow it. He's within the rules. The headless dog gets scratched.
