We used to have a raised one. It had 4 8ft 4x4 treated post standing upright..A treated lumber deck floor was attached to it about 4ft off the ground leaving 4 ft of the post in the air with a 2 x4 frame holding them tight at the top. One end was framed in with a door to access pen end. Boards were spaced enough on floor that most wasted fell through cracks to ground below but not enough that pups feet could go through. I've seen them with wire on the floor instead of lumber. The sides and top had what we call horse panels attached to form sides and top. A separate whelping box was built on 4 x4 post 4 ft off the ground that sat against the pen. The box had a drop down door on the back side for easy access into the whelping box. Some get fancy with welded metal on skids but essentially the same design. I am not really all that fond of this design when pups get mobil because aside from crawling inside the thing if pups are not in the box or by the door you cannot get to them. I do like the above ground whelping house with drop down back door. It is easy access to pups and easy to clean out. I would recommend if you build on of these to add an additional door about half way down one of the sides for pup access and to be able to clean up anything that doesn't fall through.
We just built a large treated lumber floor using 2x6s that a single stall pen sets on. It's 18 x10 and railroad ties are its base along the 2 long sides and down the middle. Boards are screwed down to the ties. Looks like a low deck with a dog pen. We plan on building a roof over it soon but just wired extra kennel panels on it for now. I also have a small one that is just like it but used treated 2 treated 4x4 post on the ground instead of railroad ties. It just has a smaller portable Tractor Supply kennel sitting on it. I sometimes keep a couple of small puppies in it and the guys can move it if needed. We did these because of the location and lots of trees it's nearly impossible to get a concrete truck in far enough. Cost wise for the big one a concrete floor would have been cheaper but truthfully can be hard on their feet over time though I'm sure some would disagree. Cheyenne did use Thomson's water seal on the floor to make clean up easier.
