Well.......that kinda depends a lot on who you ask and there are some other factors to consider. When ever you are talking about the quality of a puppy you have to consider what the breeder must provide and also what you are not really getting from the breeder. With some people you have to wonder if they are looking for a good coon dog or just live to pick dogs apart, because it seems that's all some of them can do!!!
The breeder has to give you a puppy that can run a track...he doesn't have any responsibility regarding the dog being trained to not run junk. Some people are ridiculous enough to see it otherwise. How many young dogs with a lot of potential were lost in the shuffle because their owner was unable to properly break them from off game???? That is definitely not a breeder problem.
He has to provide you with a puppy that will grow up, tree and hold it...he has some ownership in the dog slick treeing, but he is not there to correct for it when needed the most. Again, there are some people that believe any and all slick treeing is how the dog is bred and I don't believe this is fair. Especially given the way I have seen many of them handled.
The history of the owner/handler has something to do with it too. Take someone who was lucky enough to have three or four really outstanding dogs in a row over the last 15-20 years and the next couple are mediocre and he is going to tell you the breeders are going backwards.
Me personally, I believe dogs have come a long way in the last 30 years, and not necessarily all for the good. I have to say that as a trainer/handler I've come a long ways too.
There are three dogs I had in the past that I got as puppies and raised/broke myself. They were really good dogs in their own right, but I sure wished I had those three today given what I know now and today's equipment {Garmin Alpha!!!}
